Bogota, Colombia - On December 2nd of 2010, Poder Ciudadano (Argentina), Bolivia Transparente (Bolivia), Misión de Observación Electoral MOE (Colombia), IIDH CAPEL (Costa Rica), Corporación Participación Ciudadana (Ecuador), Acción Ciudadana (Guatemala), Alianza Cívica (México), Grupo Cívico Ética y Transparencia (Nicaragua), Decidamos (Paraguay), Transparencia Perú (Perú) y Participación Ciudadana (República Dominicana) pacted an agreement of transparency that binds them to a global code of ethics and conduct as electoral observers.

Acuerdo de Lima is a network of civic movements in Latin America and the Caribbean, constituted the 15th of September of the year 2000 in the city of Lima, Peru The platform of the Accord is composed by a group of non-governmental organizations from various countries in the region who are committed to the strengthening of democracy, and who agreed to promote the exchange of exxperiences, provide a system of mutual support in political and technical aspects of electoral observation.
